I wanted to take a moment to update you on the latest discussions and developments from the FMHCA Government Relations Committee (GRC) meeting on October 16, 2024.
Emergency Practice Flexibility
Our registered professional lobbyist, Corrine Mixon, shared that the governor and the surgeon general released an executive order on Oct 12th, which allows healthcare professionals more flexibility to practice during times of a state of emergency. This is a proactive step in light of recent weather challenges, and we will monitor how this continues to unfold.
Support for Storm Recovery Efforts
Our FMHCA chapter plans to write handwritten notes to Senator Burgess and Representative Koster to let them know we are thinking of them and appreciate their efforts in taking care of our State at this time. Senator Burgess, a former mayor of Zephyrhills, has deep ties to a community still grappling with recovery efforts. We want to show our condolences specifically to these two legislators as they have both continuously supported our profession and advocacy efforts.
Chapter 491 Meeting Updates
The October and November Chapter 491 Board meetings have been rescheduled for December 4-5, 2024, at The Westshore Grand in Tampa. During public comment, our committee will be submitting a statement to advocate for the protection of testing data when releasing clinical records. It’s important to note that the Chapter 491 board is still lacking appointed members to form a quorum, but we will continue monitoring the situation.
Advocacy for RLMHC Title Change
Unfortunately, we have not received a response from the Florida Psychological Association regarding their concerns with our proposed RLMHC title change However, we remain positive and will continue advocating for this bill change in the upcoming legislative session. We believe we have the support needed to move forward successfully.
Department of Education Policies
A GRC subcommittee is preparing to initiate discussions with the Department of Education (DOE) regarding three DOE policies that currently exclude Mental Health Counselors from certain positions and evaluations. Many of these policies were established in the 1970s and include psychiatrists, psychologists, and social workers but neglect to list LMHCs. We are confident in our qualifications and will be pushing for inclusion in these areas.

We’ve made significant strides, but there is much more to be done as we continue working to strengthen our profession and the services we provide.
